Due to the strategic transformation of the authority to transform into a paperless environment and electronic systems and the urgent need for independence in creating an inexpensive system and also achieves work requirements of various and different work procedures according to the established work procedures and their complexities, the information center has developed a structural system that contributes to the creation of any procedure easily. This project is a strategic commercial product that can be used in any organization to do any business. This system was later called eform.
Among the most important characteristics of this system is:
1. Ability to define the procedure by the user.
2. The ability to make forms quickly.
3. Publishing the procedures and following up the performance by the officials.
4. Determine the service level agreement for each procedure and include it within the system's KPI

The system was applied to the services of departments and centers, including the Information Technology Center and the computer.
